EU Mandates Textile ESPR by 2027, Boosting Sustainable Linings and Pocketing

The European Union’s Ecodesign for Sustainable Products Regulation (ESPR), which took effect in July 2024, is set to fully impact the textile and apparel industry by 2027. This will occur with the introduction of a sector-specific Delegated Act that mandates global fashion brands to adhere to rigorous sustainability and traceability standards from the initial product design phase. Textiles have been prioritized by the EU, making the sector one of the first to align with the Digital Product Passport (DPP) and new sustainability design rules beginning in 2027. These regulations extend beyond outer fabrics to components like linings and pocketing, which are critical areas for compliance.

ESPR serves as a compulsory regulatory framework determining market entry into the EU. From 2027, textile and apparel products will need to meet several criteria: a mandatory DPP for market access, design requirements focusing on durability, recyclability, and resource efficiency, full disclosure of carbon, material composition, and chemical data, a prohibition on the destruction of unsold goods, and strengthened market surveillance that may entail fines or product withdrawal. Linings and pocketing, often polyester-based, pose a challenge for brands due to their current lack of traceability and environmental performance under ESPR and DPP guidelines.
