EU Halves Duty-Free Steel Imports, Enhances UK Quotas Amid China Worries

The European Union is set to cut its duty-free steel import quotas from foreign suppliers by half, a move aimed at safeguarding the bloc’s industries from low-cost imports, notably from China. Meanwhile, countries with free trade agreements, including the United Kingdom, will see a smaller reduction in their quotas. The new regulations, effective from July 2026, will impose tariffs as high as 50% on steel imports that exceed these revised quotas.

According to EU Trade Commissioner Maroš Šefčovič, the initiative is meant to stabilize the steel market and protect European manufacturers by establishing clear quota limits. The decision, calculated based on trade data from 2022 to 2024, covers 28 steel product categories frequently used in sectors like automotive and construction. This significant policy shift marks one of the most notable trade divergences between the EU and the UK since Brexit.

While non-EU countries will face a nearly 50% cut in steel import quotas, nations with free trade agreements, such as the UK, Türkiye, India, South Korea, Brazil, and Ukraine, will experience a reduction of about one-third. This preferential treatment underscores the EU’s intention to balance protectionism with existing trade relationships.

The backdrop to these measures is a global steel market pressured by surplus Chinese production. European officials also acknowledged that the policy decision was influenced by changes in global trade dynamics, following tariff measures introduced by former U.S. President Donald Trump. Although the EU had previously considered a collaborative “steel club” with the UK and the US to counter unfair competition, the new quota system signals a more selective strategy.

Despite the restrictive measures, EU officials remain hopeful for future cooperation that could shield both European and partner industries from the issue of global oversupply. Meanwhile, the UK has independently implemented its own measures to curb foreign steel imports and bolster domestic production, aligning with broader efforts to support local industry in the face of international challenges.
