The European Union is set to implement a new emergency security mechanism aimed at countering hybrid threats that do not reach the level of armed aggression but still pose significant risks to member states. This initiative, announced by European Commission President Ursula von der Leyen during her State of the Union address, seeks to develop a response system akin to NATO’s Article 4, enabling EU nations to consult and coordinate their actions under similar threat circumstances.
This proposal is part of a broader European security strategy scheduled for release later this year. The strategy includes a counter-hybrid playbook designed to enhance the EU’s ability to respond to cyberattacks, drone incursions, and other hybrid activities that threaten the region’s stability. Von der Leyen also introduced the concept of a European Instrument for Strategic Enablers, focusing on strengthening capabilities such as air defense, strategic transport, space, and cybersecurity in alignment with NATO.
In addition to these measures, the EU is contemplating the establishment of a European Security Council. This council could involve non-EU states like Ukraine, the United Kingdom, Norway, and Canada, with the goal of bolstering coordination on broader European security challenges. The inclusion of non-EU countries highlights a commitment to cooperative security efforts across the continent.
Ukraine remains a focal point within the EU’s security agenda, although fewer new initiatives were unveiled in this address. The European Union aims to facilitate Ukraine’s access to U.S. Patriot missiles through its financial assistance programs and plans to provide humanitarian aid to support energy and heating needs during the ongoing conflict.
Furthermore, the EU will launch a defense-industry program to promote joint ventures between European and Ukrainian firms. Von der Leyen indicated that the EU would soon propose roadmaps for nations showing significant progress towards EU membership, with Ukraine continuing its accession process as a key focus.
